| East Coast Initiative / Waldo Responder 07 (ECI/WR 07) was a four-day, multi-agency, multi-jurisdictional full scale exercise hosted by the CAW for the Maine Emergency Management Agency (MEMA) in conjunction with the Waldo County Emergency Management Agency (WCEMA). ECI/WR 07 was a Homeland Security-focused, multiple scenario-based series of events intended to exercise local/county/state/federal authorities together in a maritime/coastal terrorism context including the use of Weapons of Mass Destruction (WMD).
