Asymmetric Warfare Initiative 2003 (AWI-03)

AWI-03, sponsored by the Technical Support Working Group, was a multi-phase Homeland Security (HLS) exercise that examined all aspects of a maritime/littoral asymmetric attack. Besides training the participants, the exercise provided data to validate key tactics, techniques and procedures for homeland defense.

AWI-03 was Congressionally funded through the Technical Support Working Group (TSWG), a federal entity that coordinates the development of new technologies and products, identifies needs and requirements, and seeks common approaches for government and industry. TSWG tasked CAW to oversee the planning and execution of the exercise, the first multi-service, multi-agency exercise devoted strictly to countering an asymmetric warfare threat.
The scenario for AWI-03 became more complex as the exercise proceeded. A major goal was to bring together the people and organizations that would have to work with each other in an actual incident. Information flow and interagency coordination between groups of first responders was a key concern.
The live exercise portion of AWI-03 was conducted during the first week in November 2003.
