The AWI-04(S) Tabletop Exercise (TTX) was sponsored by the Center for Asymmetric Warfare and the California Homeland Security Exercise and Evaluation Program. The TTX supported preparations for the AWI-04(S) full-scale exercise, and was intended for both exercise planners and players.
The TTX explained and validated the concept of operations for the Joint Investigative Operations Center (JIOC) and exercised the process of standing it up in a terrorist weapons of mass destruction (WMD) scenario. The TTX was scenario based, with pre-event, actual event, and post-event vignettes that drove discussions towards clarifying multiple agency roles, procedures, and responsibilities.
The morning session of the first day was held at the Los Alamitos Joint Forces Training Base. Participants then proceeded to the Long Beach Hilton in the afternoon of the first day and selected participating agencies provided short presentations describing their roles and capabilities relative to the JIOC.
During the second day, participants conducted the tabletop scenario-driven discussions. Vignettes were presented and addressed relating to situations of imminent threat, sudden event, and extended investigation.
