Because of US supremacy in conventional military terms, adversaries are increasingly likely to resort to unconventional attacks-bioterrorism, terror bombings and weapons of mass destruction. Countering them will require sound procedures and broad interoperability among first responder agencies.

As the national center for asymmetric warfare, CAW provides the testing, training and experimentation those agencies need to develop their tactics, techniques and procedures. Moreover, CAW combines military forces with Federal, state and local agencies to build the teamwork and open communication our nation needs for homeland security.
